BOMA Enspire is a national accelerator helping commercial and institutional building owners retrofit toward higher efficiency. Funding flows through one program but eligibility, technical standards, and disbursement vary by province. Beyond the platform, the program needed advocacy with utilities, capacity building, training and certification, and recognition mechanisms, all integrated into a single coherent operating model.

Beyond technology and operations, Passer is leading advocacy work with utilities and energy companies to standardize building utility data access across Canada. The Emissions Reduction Leadership Award recognizes building improvements across 16 categories. Approximately $16M deployed on retrofit pre-implementation projects between Sep 2024 and Oct 2025; 360+ building audits and 150+ recommissioning projects delivered.
